Create sod policy

This creates both General and Conflicting Access Based policy, with a limit of 50 entitlements for each (left & right) criteria for Conflicting Access Based SOD policy. Requires role of ORG_ADMIN.

Too Many Requests - Returned in response to too many requests in a given period of time - rate limited. The Retry-After header in the response includes how long to wait before trying again.
